How to obtain a Permanent Residency in Uruguay



If a foreigner wishes to obtain residence in order to be able to reside in the Republic of Uruguay, it is necessary to know what the specific requirements are, according to the type of residence that one wishes to obtain, in order to regularize the documentary situation.


Among its possible Residences, there is the Permanent Residence. It is aimed for foreign relatives of Uruguayans (spouse, concubine with judicial proceedings in Uruguay, parents, brothers and grandchildren). Because Uruguay is a State Party to MERCOSUR, it enables the other Nationals of the States Parties (Argentina, Brazil and Paraguay) and Associated States (Chile, Peru, Colombia and Ecuador) to transmit and obtain Permanent Residence.


For the first case it is necessary to present the following documentation:

  1. The Identity Document / Passport of the applicant.

  2. Identity Document of the Uruguayan national.

  3. Civil Status Certificate that verifies the link with the Uruguayan.

In the case of MERCOSUR it is necessary to have:

  1. Proof of identity / passport.

  2. Criminal record of the country/ies of residence in the last five (5) years (for those over 18 years of age).


The process is personal on the day and time that is assigned. Once the documents are presented, within a period of 30 (THIRTY) business days, the Ministry of Foreign Affairs must issue it. With the certificate of Permanent Residence and the registration of the birth certificate in the Civil Registry, the Uruguayan ID can be obtained as a Legal Resident before the National Directorate of Civil Identification, whose duration is for 3 years.

It is important to clarify that all the Residences are an administrative act. The government has the reserve admission right, in which the Residence may not be granted, revoking it by founded act.
