Russia (3 years):
If you are willing to start a business or relocate your existing business to Russia, you may be able to obtain Russian citizenship within three years by simply paying taxes. While Russian citizenship does not offer access to Europe, many successful Russians obtain long-term Schengen visas or European residency through countries like Spain, Portugal, Italy, and Latvia.
Uruguay (3 years*)
In Uruguay, you can apply for citizenship after living in the country for three years, provided you can demonstrate substantial ties to the country. The asterisk denotes that if you are single and your family remains in your home country, the waiting period extends to five years. Owning real estate, renting an actual apartment, being a member of social clubs, and having a local doctor also count as "substantial ties" to Uruguay.
Paraguay (3 years)
Paraguay has consistently been one of the easiest countries to obtain citizenship in. While in theory, you can become a naturalized citizen of Paraguay in just three years, for most people, the citizenship process takes longer. Paraguay offers a travel document with visa-free access to Europe and all of South America.
Peru (2 years)
Peru can be an interesting option for obtaining quick citizenship in South America. Once you become a resident, you only need to wait two years before applying for citizenship. However, qualifying for Peruvian residency has become increasingly difficult in recent years, with additional requirements and restrictions on investments, employees, and physical residency.
Dominican Republic (2 years)
Not to be confused with the island nation of Dominica, the Dominican Republic claims to offer second citizenship to affluent foreigners in as little as two years. While this may not always work in practice, there have been successful cases. Although the Dominican Republic passport is of lower quality, it offers access to highly livable countries that allow almost anyone in as tourists.
Macedonia (1 year)
Macedonia offers the benefits of Europe and visa-free access to the Schengen Area without being directly associated with the European Union. If you are willing to start a business and hire local workers, you can become a Macedonian citizen in less than a year. The country has an economic citizenship program specifically targeted at entrepreneurs who can invest at least 400,000 euros into a real business.
Armenia (3 years)
Armenia offers an incredibly efficient citizenship-by-descent program and also allows naturalized citizenship in approximately three years. While you will likely need to make an investment in the country to secure a residence permit, there are excellent opportunities for real estate investment in Armenia. Once you have your Armenian residence permit, the rest of the citizenship process is fairly straightforward.
